I'm looking for a definitive answer because everywhere I look says something different.

I always thought it was the Ruxton but I cannot give you a credible source for that except my hazy memory. Now someone can chime in and say they thought it was the Cord :-)

Production of the L-29 began in June 1929. Production of the Ruxton, in the factories of Moon and Kissel, began in June 1930. Not even close.

Prototypes of both cars existed earlier, of course. We're talking production cars here.
