28-30 Auburn wire wheels

I am trying to locate a set of 28-30 small eight wire wheels. I can find 31-33's. Will 31-33 wheels work if I had them re spoked to a 18" rim? Is the wire rim spoke count and hub diameter the same? Input would be greatly appreciated.
