This can be done if the skins are not damaged in the detail area.
The skin is removed by grinding the lip off the back.
I have restored a few of them.

I understand that the caps on the hubcaps can be removed and restored. Are these taken off with dental tools or are there special steps to get them off, smooth the surface and prepare them for replating?
