HI Robbie,
THis is a very nice looking Speedster. To answer Some of your questions.

Yes the car can be checked for certification. The Pre-certification checks need to be done at a ACD CLub meet where we have a certification team present. Once the Pre-Certification checks are complete it takes at least another 6 to 12 months to complete the certification process.

The chassis number should be on the right frame rail at the very front near the two spring hanger bracket rivets.

There should also be a serial number plate either under teh cowl on the right side of the car on the firewall or on the floor board on the right side of the car in front of the seat.

A friend, not ACD member, wants to sell his 1928 8-115 Auburn Speedster, he's thinking of shipping it to USA and wants to know if he could have it certified by the ACD Club?
The car has been in Buenos Aires, Argentina since new.
Owner has been unable to find the chassis number, where should it be?
Engine number: MD 23608, but Serial number is blank.
Does have the McFarlan body plate.
