Here is the link for the prior sale of 83,700 appletowing.hibid.com/lot/60432-185288-4...-cord-l-29-brougham/ - he bought from Apple Auctioneering Co, Woodland CA ( Saturday 10-26-2019 near Sacramento) in an IRS sale . The fellow who got into trouble with the IRS though paid well over 100K, but sounds like he was using other peoples money and not in a good way (easy to pay big bucks under possibly sketchy circumstances).
