It looks to me like it is in bad circumstances. Mismatched tires with a whitewall on the rear and certainly not a neighborhood I would associate with such a car. This appears to be a well used car.

Found this photo on eBay and thought somebody may want to buy it.

Says Studebaker, but it?s definitely a Duesenberg, looks quite new, all the ladies seem very well dressed, but the man on the bumper looks rather scruffy, strange setting with shack at the back. Maybe number plate helps identify the car.
