Hi Troy,
On a change of ownership the new owner has one year to apply to get the certification in their name. The certification team does reserve the right to inspect the car prior to issueing the certification in the new owners name (this does not usually happen).

The car retains the same certification number.

The process is to send me an email and I can send you the paperwork to get the new certification. In the case you site we would use the information from when the car was originally checked.

When a car changes ownership and is re-certified (don't want to bring up if car can/will be certified per today's rules), does the car retain the same certification number?

What is process? does the car start all over? or is info from previous certification used?

In this case, the car has been in same ownership for last 40 years, and has not been restored. It is identical to when it was originally certified (yeah, unrestored/original car).
