Mystery Part - found in garage with Cord was created by Dutch Jacobs

This may turn out to be meaningless, but I am not sure what this part is. I don't even know if it has anything to do with the Cord or not - part of the casing is not around and there is some sort of a reduction gearing setup inside it. I thought it was an air pump from a smog system at first...

Any ideas?
