You could do both. Search the Forums for detailed information.
Purchasing the book from the Auburn Museum gives you an enormous amount of information that you will need on maintaining and understanding your Cord.

Turn front wheel inboard;
Inside the fender, loosen numerous hex bolts surrounding the headlight assembly bucket. Don't remove all of them yet.
If you're happy with the fit & finish of the (closed) headlamp covers, protect the paint/fender all around the opening seam with a couple layers of masking tape.
Remove the hex nuts all the way. The bucket will be removable from inside the fender.
These hex nuts when loosened allow adjustment of the headlamp cover to achieve a good fit.

When removing only the lens & retaining ring (while bucket's installed in the fender in the event of a simple bulb or reflector servicing), use extreme care to avoid dropping off the lens onto the bumper or ground.
Suggest several large towels placed on a stand below the headlamp covering the bumper while performing this risky op.

Good luck.
Cort

The Cord Service Manual which is available from the Museum in Auburn covers this and a whole lot more.
