John, I made up a simple puller using plywood. There are two layers at the bottom end, each is cut in half to fit around the steering column then set at right angles to each other and fixed together. At the top end is a single piece of plywood with a spacer to put the load onto the column shaft and not damage the thread. It is all held together with threaded rods. I gradually tightened the the nuts at the top and the wheel came off without any damage.
