Resonator?

All our Cords have one of these yet no one knows its purpose?

I'm a musician so I understand resonating systems in instruments but how about in Cords? I replaced the muffler a couple years back without giving the resonator a thought. What does it do, how do I know if it's doing what it's supposed to.....or if it isn't.
