Hello Chassis black is used today by radiator shops to paint rads .It is an oil based enamel using gasoline to thin and clean. This is what most mfg used on there bare metal chassis .The finish I would call as sprayed semi gloss . R

As one restorer once told me: Take a quart of Rustolium flat and a quart of Gloss enamel & mix them together. This will give you the correct "look"
As a side note: Auburn didn't spend alot of time and paint on their frames.
No primer, they just sprayed a thin coat of black on their chassis,as I have seen on the 35-36 cars.

If any help, on a 1935 or 1936 it is said to be a chassis black (my opinion is that had a pretty decent shine to it but dulled quickly). I would say "not" gloss, Definitely "not" flat.

on a 1931 8-98 What sheen of black should the chassis, axles, springs and engine accessories be, flat, semi flat, satin or gloss?
