Mike, you nailed it! I found both bulbs at a local parts store and noticed the single contact on the 63. Bought some fresh 1154s.
After getting things apart, it turns out to be a wiring issue.

Your 1154 bulb is 6V 21 CP 3CP bulb. but what is more important it is a dual contact bulb where as the 63 bulb is a 6V 3 CP bulb but it only has one contact. I think a previous owner was using the parking light for a turn sig. thus converted the socket to dual contact so he could have a turn sig. and parking light. If that is the case a 63 will not work. You will need to match the 1154. CORDiallyMike

has a nice selection of bulbs and I have had luck with all theirs - including their having some real odd ducks such as the dash lamp bulbs for the 1932 RR Phantom I (good luck at least for the length of time I have owned car and no complaints thereafter as well).
As to NOS bulbs, I often go hunting on ebay. Bulbs also are not cheap and then shipping costs too, so pays to have an extra when shopping.
As Curt says, a Good NAPA store or highere end parts store often has too.
And many of the other light bulbs are still available I assume via VW Beetles being 6 volt for so long.
For those reading this - headlight lenses get a little harder to find each year so my advise is to get a friend to help hold the lamp on the car and then unbolt it from the bottom under the fender and take it off car. Do work on a shipping blanket or a really good piece of carpet that is clean, soft and padded - sort of the "ounce of prevention is worth a pound of cure" theory.
Sidenote: Curt is correct - at the bottom of the light (in the chrome bucket slightly below the lense) should be a retaining screw - remove it first.
Addl' Sidenote: If memory serves me, you push in at the bottom to remove - The shop manual/dealer support bulletin or owners manual gives the instructions. To install, you push in at the sop and get the lenses past the center point and then bottom slides in. Basically the reflector is spring loaded and acts as a retention devise. You are putting a round disk through a round hold - keep a center axis in mind.
Add'l Add'l Sidenote: Once you have done one they are pretty easy - but first time is a bear - "Press here for all chaos to break loose".

I carefully got it apart and the bulb is marked GE 1154 93A. Do you think that is the same as the 3CP #63?

Go to NAPA with the bulb in hand , be sure to tell the clerk that it is 6V.

Remove the screw on the bottom of the bucket, then press on the glass at the 6 o'clock position. I suggest placing a moving quilt under the light when removing the lens.
