In Germany they called this part "Winker"! There is a small amber light inside.

Hi Tom.
I don't know if the light is a turn signal, but it could be.
If you look closely just behind the antenna, you can see a turn signal device. It's an arm with a light that pops out. I don't know what you call this in USA.

I have found these nice old pictures of Cords in Europe and I want to share them with you.
The first is from Sweden and shows a very nice phaeton. I have tried to track this car, because in Sweden it's possible to have a copy of the certificate of registration if you have the number from the license plate. But unfortunately they can't find the certificate of registration for this Cord. It would have been interesting to know the win-number.
The next picture shows a cabriolet in France. The license plate indicate that the car is registered before 1950 and in the province of Aisne.
