Main Vacuum Cylinder Shaft Seal

Last year I purchased from Stan the vacuum cylinder shaft seals.They did not arrive with installation instructions. So I called them today and was told how to install. I have 3 seals. Two appear to be the same size. I'm just not sure if a small seal goes under the large seal or do both small go on the outside of the aluminum housing. Stan said the seal is to face towards the vacuum so does that mean the springs go towards the vacuum. He mentioned the lip faces the vacuum. Thanks for any information on this.
The leather shaft seals came out easily. I can take pics if needed.
