31 8-98 Water Pump Packing and Questions

While I sent off my original water pump for rebuilding I found a used one and here are my questions.
How can you tell if the packing is bad? I was able to snug up the packing nut and it applies a little resistance on the shaft, I assume that is what we want to stop leaks, correct?
I also noticed the you can push the shaft/impeller in about 1/8 so there is about 1/8 inch of play between both sides of the impeller, is that normal? How much play is too much?
Here are some pictures, has some rust but over all it does not look bad.
