Animals.the chewing type ( mice) will not chew on the steel wool for long,go away with a tummy ache,lay Down, and go to "sleep"

Steel wool in intake manifold was created by Dick Harding
I have a 1928 Auburn small 8, 8-88 .The intake manifold near the carburetor
Mounting flange has steel wool ( grade ooo fine)
packed in both ports.
Does anyone know if this was used to disburse fuel or keep critters out?
