Black on all counts.
There was no washer used on the lifter cover bolts.
Those bolts have a special taper on the shank that fit the cover.

Need to know if the following engine parts are painted black, or green? parts:
Lower Flywheel cover,
Rear Motor Mount brackets,
Cover plate, top of bell housing
Also, if a special washer was used on the tapered bolts for the valve lifter cover plates, and if so are they available?
